Chula Vista property owners are now able to receive low-interest loans in order to make energy-saving improvements at their homes or businesses. The loans are part of the city’s Home Upgrade, Carbon Downgrade program. Loans may be given for a variety of projects such as wall and attic insulation, water heater upgrades, efficient windows, solar photovoltaic systems, and cool roofing.
