NORCECA is USAV’s regional confederation and includes countries in North and Central America and the Caribbean.

CHULA VISTA — It was a March morning last year and Carlo Fiorillo was drying off after a shower. Suddenly, something felt horribly wrong.
“I remember looking back over my right shoulder and my neck just locked in place and I couldn’t move it back,” said Fiorillo, a junior on the Otay Ranch High swim team. “Also, I couldn’t talk. It was scary.”
