President Obama signed into law a government spending bill Friday morning effectively reinstalling higher conforming loan limits for the Federal Housing Administration through the end of 2013.
The Chicago-based credit bureau calculates the mortgage delinquency rate as the percentage of borrowers 60 or more days behind on their payments, excluding those that are already in foreclosure. The rate increased to 5.88 percent as of the end of the third quarter.

Home values fell in almost three- fourths of U.S. cities in the third quarter as a slowing economy deterred buyers.
The median price of a single-family home decreased from a year earlier in 111 metropolitan areas out of the 150 measured, the National Association of Realtors said in a report today. The biggest declines were in Allentown, Pennsylvania; Mobile, Alabama; and Phoenix, where the median price tumbled 18 percent. Prices in Salt Lake City dropped 15 percent.

There is lots of news lately about the dismal local real estate market is slowly recovering.

The City of Chula Vista is celebrating some recent “green” accomplishments through the use of its federal Energy Efficiency & Conservation Block Grant (EECBG) funds. The City received $1,974,300 in EECBG funds as part of the federal stimulus package to help reduce energy use and carbon emissions from municipal facilities and throughout the community.

Chula Vista will be using federal funds to flip foreclosed homes through a program aimed at revitalizing neighborhoods and providing first-time homebuyers with affordable housing.
More than 14 foreclosed homes are being resold with $1.4 million of Neighborhood Stabilization Program funds and HOME Investment Partnership Program money.
The already sluggish local economy appears to have lost momentum in September, with a sharp decline in building permit applications dragging the University of San Diego’s Index of leading Economic Indicators into its first outright decline since early 2009.

Amid controversy and mere weeks before governing board elections, Southwestern College leaders, students and community members finally broke ground on an anticipated corner lot development Oct. 13.
The 110,000-square foot project, located on the 9.4-acre lot on the corner of H Street and Otay Lakes Road, is set to include a bookstore, rental and administrative office space, classrooms, a fitness center, an art gallery, a food court, a campus police station and a culinary arts program.
Chula Vista property owners are now able to receive low-interest loans in order to make energy-saving improvements at their homes or businesses. The loans are part of the city’s Home Upgrade, Carbon Downgrade program. It’s easy to get confused these days when reading the headlines about where housing prices are headed.
Zillow says home prices declined in the first quarter of 2010 by 1 percent quarter-over-quarter and fell 3.8 percent year-over-year. Integrated Asset Services (IAS) sees a rosier picture with national housing prices gaining 1.1 percent in March. The National Association of Realtors (NAR) found 91 out of 152 areas posted gains in median home prices.
