CHULA VISTA — Regional water pollution regulators left the door open on Wednesday for the South Bay Power Plant to continue operating through 2011 — maybe longer.
South Bay civic leaders and conservationists have tried to force the plant’s closure for years, citing environmental problems with a facility that dates to the 1960s. Several of them asked the San Diego Regional Water Quality Control Board on Wednesday to terminate a permit that allows the plant to discharge cooling water into south San Diego Bay.

I was near the Scripps Institution of Oceanography pier on Thursday and Saturday night and saw waves that looked like they were lit up by some kind of Pink Floyd laser light show. Every fourth or fifth wave that crashed glowed with an otherworldly blue.

Blame wild horses for reigniting the free spirit of some ranch steeds that ran wild through parts of eastern Chula Vista Wednesday afternoon.
The mini-stampede through the suburban Eastlake neighborhood and rural areas, parts of which were broadcast live by television news helicopters, played out for about two hours before the horses were safely coaxed back into their pens.
